PowerPoint 2003
-> Use autoshapes to create rectangles (adjust too your needs)
-> Use autoshapes to create arrows between your rectangles
-> Create a texybox and place them over the rectangles

OR

you can insert a diagram using 'draw' to insert a diagram in the shape of
an organogram
