Will your computer identify the new speed after you overclock your pc?

i am buying a intel quad core q6600 pc and it only has 2.4 ghz. and iv'e seen a over clocked of it then it have 3.1 ghz. will my pc can display its new speed after over clocking in My Computer>Properties>General? And is it better than Intel core2 duo with 3.0 ghz w/o over clocking the processor?
