My advise is don't go for it, if Google find something "funny" with your traffic, you may get your AdSense account ban!

NO -- Google Adsense does not want low quality traffic, and those programs you mentioned only bring low quality traffic. Manual surf is a banner traffic exchange program while Smileytraffic is an autosurf, manual surf and paid to click programs -- which are a NO-NO with regards to Adsense because of poor quality traffic

Don't buy into these programs if you are using Adsense, unless you want to be kicked out from the program.

Here's what Google Adsense has to say https://www.google.com/adsense/support/bin/answer.py?hl=en&answer=81555

---------------------------
Can I use traffic exchange programs?

We understand that our publishers are always looking for ways to attract interested users to their sites. However, using third-party tools or services to increase your site traffic may lead to invalid clicks or impressions and result in your account being disabled.

As you may already know, our program policies strictly prohibit any means of artificially generating ad impressions or clicks, including third-party services such as paid-to-click, paid-to-surf, auto-surf, and click-exchange programs. These programs offer incentives for users to view web pages or click on ads, resulting in activity that is harmful to our advertisers.
---------------------------

Adsense does not want these programs because the visitors are coming to your site, not because of any genuine interest in your site, but due to the incentives in visiting member sites. Hence, most of these traffic never even go past your homepage.
